The role:
What you'll be doing:
Framework strategy & bidding
- Develop and lead framework strategies aligned to regional and divisional business plans
- Lead the SCF Gen 6 framework bid
- Own the pre‑bid phase, including MC1 submissions (SCF) and PQQ activity
- Support and, where required, manage bid teams through tender and post‑tender stages
- Prepare win strategies, lead settlement meetings and oversee high‑quality submissions
Framework management & pipeline
- Lead engagement with framework bodies to secure early visibility of pipeline opportunities
- Support operational teams in selecting and prioritising appropriate framework projects
- Maintain accurate and transparent pipeline reporting via Salesforce, working closely with Regional Preconstruction Managers
Client engagement & external relationships
- Build and maintain trusted, long‑term relationships with framework teams and participating public sector clients
- Ensure a consistent, high‑quality experience that reflects Wates' values and reputation
- Actively identify opportunities to onboard new clients to existing frameworks
- Represent Wates as lead attendee at quarterly Framework Manager Meetings (SCF) and equivalent forums
Governance, performance & continuous improvement
- Oversee framework governance and ensure full compliance with public sector procurement requirements
- Monitor performance, KPIs and reporting obligations
- Maintain a strong understanding of relevant markets and sectors
- Use insights and trends to drive continuous improvement and innovation
Leadership, collaboration & profile raising
- Lead and coordinate cross‑functional teams across preconstruction, commercial, design and operations
- Provide people leadership where required, including line management of Bid Managers
- Represent Wates regionally and nationally through presentations, briefings and thought‑leadership activity
- Work collaboratively with the marketing team to shape framework‑related marketing activity, case studies and reporting
- Given the nature of this position, you will be required to undergo a Basic/Standard/Enhanced Disclosure and Barring Service (DBS) check at offer stage
What you will bring:
- Proven experience in public sector bidding and framework management, ideally within construction
- A strong understanding of public sector procurement processes
- Technical knowledge relevant to the frameworks listed above
- Degree‑level qualification or equivalent vocational experience
- Excellent communication, influencing and problem‑solving skills
- A proactive, solutions‑focused approach aligned to Wates' values
